New iPad, same Apple ID... can't restore purchase

I purchased a new iPad and the restore purchase option does not work.
I checked my purchase history, I can see the purchase. Nothing I do will remove the banner. How can I remove the banner without having to pay a second time (which I will not do)?

I've sent an email 2 weeks ago to the support email address listed in the App Store and I haven't received a response... so now I'm trying the forum.
